The VB-38CMB is Vista's 38mm Ceiling Mount or Top Hat in Black (Ral9005) and part of their 38mm diameter bracket system. Included is a 2-3 hole adapter, so works with both 2 and 3 hole 38mm diameter bracket systems.
This Top Hat Pole Mount is a heavy duty ceiling bracket designed to be used with the 38mm diameter bracket system. The Top Hat allows for secure mounting of poles and has been tested and certified to take a load bearing weight up to 100kg.

This product was formerly known as LCD-IPMCA-b, physically the product remains the same, the sku code has changed to make it easier to identify the various bracket systems.
